2014/15 Allocation - New NHS Board Boundaries

Effective from April 2014 (Financial Year 2014/15), new NHS Board boundaries were implemented going forward. This change has been accounted for and the formula recalculated in spreadsheet below.

2009/10

The Resource Allocation formula (NRAC) was used for the first time to calculate 2009/10 target shares. These target shares were used by the Scottish Government to inform the allocation of NHS Revenue Budget between the 14 territorial NHS Boards in Scotland in 2009/10.

2008/09

Prior to the implementation of the new Resource Allocation formula, ISD and the Scottish Government Health Directorate have carried out some pre-implementation analyses during summer 2008 to give an insight into the workings of the new formula and to allow NHS Boards to carry out preparatory work in advance of the introduction of the new formula in 2009/10.

Pre-implementation Analysis (shadow run for 2008/09)

Major changes to the Resource Allocation Formula (the "Arbuthnott Formula") were recommended by the NHSScotland Resource Allocation Committee (NRAC) in a report published in September 2007. The NRAC recommendations were accepted by the Cabinet Secretary for Health & Wellbeing in February 2008 - for implementation in the 2009/10 Resource Allocations.

Prior to the implementation of the new Resource Allocation formula, ISD and the Scottish Government Health Directorate have carried out some pre-implementation analyses to give an insight into the workings of the new formula and to allow NHS Boards to carry out preparatory work in advance of the introduction of the new formula in 2009/10.

The results of this "shadow run" are provided - for information only - in this publication and show the target shares that would have been calculated for 2008/09 if the new formula had been in use at this time.

This publication highlights some of the preparatory work carried out by ISD, in collaboration with the Scottish Government Health Directorate, prior to the implementation of the new Resource Allocation formula in Scotland for the calculation of the 2009/10 target shares. Results of the pre-implementation analysis, showing the target shares that would have been calculated if the 2008/09 calculations had been carried out using the new formula, are available using the links below.

It is important to note that the target shares shown within these spreadsheets have not been used to allocate funds to Boards but are for information. It is hoped that they will help Boards understand the outputs of the new Resource Allocation formula by providing an additional year of data for comparison with the Arbuthnott Formula.
