ISD Programmes

Clinical Governance / Quality Improvement Programme

The Clinical Governance/Quality Improvement Programme is being developed to ensure that ISD services are used effectively to support improvement in the quality of healthcare.

Objectives 2008/09

  • Develop an extended dataset for the Scottish Joint Registry using information from theatre systems
  • Scottish Trauma Audit Group (STAG) design and implement a national audit of sepsis management in acute hospitals
  • Report on complaints information by
    1. Producing annual statistics on the web
    2. producing quarterly reports for the Scottish Health Council
    3. supporting the national rollout of Equality and Diversity questionnaires, and
    4. the rollout of the new complaints data set and IT system.

Programme Summary

The importance of improving the quality of healthcare provided in Scotland was highlighted in Our National Health: a plan for action, a plan for change. This document also identified as a priority the development of clinical information systems to support quality improvement.

Following a consultation on the "A Quality and Standards Board for Health in Scotland" paper the decision was made to set up a new special health board - NHS QIS - to build on and integrate the work of existing national clinical effectiveness bodies. This includes developing better quality clinical data to support the quality improvement agenda. NHS QIS was established on the 1st January 2003.

Specific requirements relating to clinical governance are also placed on Health Boards and Trusts. They are required to monitor progress and submit annual returns to SG demonstrating progress in clinical governance, including clinical effectiveness.
