NHS Resources Programme
The aim of the NHS Resources Programme is to provide the information and analytical expertise to identify areas of potential improvement, productivity and cost reduction within the health service using comparable statistics on activity and financial data in new and innovative ways
Objectives 2008/09
- Work with the Boards via the Costs Book User Group to improve quality, and consistency, and use of Cost Book data
- Provide analytical support to the Scottish National Tariff policy to help the NHS identify areas of potential efficiency savings and cost reduction
- Support the development of indicators to measure and interpret productivity and efficiency in the Scottish NHS
- Support the National Theatres Implementation Group by providing advice and guidance, and through the collection and reporting of key theatre performance indicators from Boards
- Support the
National Benchmarking Project by working in partnership with stakeholders, and providing data management, analytical, project management and consultancy support
Programme Summary
The NHS Resources Programme will
- Support improvements in productivity and efficiency in NHSScotland by linking strategic and operational findings to support effective continuous improvement.
- Support the introduction of National Tariffs to NHSScotland, which aim to create an incentive to increase efficiency by encouraging benchmarking between hospitals and boards and to improve the accuracy of financial data.
- Support the delivery of Integrated Service Improvement through a combination of over-arching strategic and more specific service led projects via the National Benchmarking Project.
- Maintain the resource allocation formula used by the Scottish Government to allocate central funds to NHS Boards and support the review to improve and refine the current formula
