NHSScotland Workforce Statistics
INTRODUCTION
Workforce related information about all staff working in NHSScotland is available on the website. This release covers annual figures for the use of bank and agency nurses, sickness absence and equality and diversity information. It also includes information on doctors in training compliance with the new deal and quarterly staff in post figures for consultants.

INTERPRETATION
The tables present figures in both Headcount numbers and Whole Time Equivalents (WTE). WTEs adjust headcount staff figures to take account of part-time staff.
An employee may hold more than one appointment in NHSScotland. Their appointments may be in more than one NHS organisation, in more than one region, in more than one specialty, or in more than one grade. This issue must be considered when using tables showing Headcount figures as the employee is counted under each organisation / region / specialty / grade they work in but only once in the total. Tables showing WTE figures are not affected.
Agency Nursing
Previously a combination of contracted and non-contracted agencies was used. However by investing in the use of the nurse bank and contracted agencies a decrease in the use of non-contracted agencies has occurred. As a result a significant decrease in expenditure during 2006/07 can be found.

Bank Nursing
NHSScotland continue to invest in the use of the nurse bank and as a result an increase in expenditure can be seen. This increase, in part, may be accounted for by the commencement of implementation of Agenda for Change and pay arrears made to some bank staff.

DETAILED FINDINGS
Medical and dental consultants
The number of consultants (WTE) has increased by 0.5% from 3,801.7 for 30th September 2007 to 3,822.1 for quarter ending 31st March 2008. The corresponding headcount showed an increase of 0.4% from 4,035 for 30th September 2007 to 4,051 for 31st March 2008.

Doctors in Training Compliance with the New Deal
The overall compliance with the New Deal across NHSScotland based on the number of hours worked, natural breaks, exceeding shift length and rest requirements is 98.4%. Based only on hours worked, 99.9% of Doctors in Training do not exceed the maximum average of 56 contracted hours per week.

Sickness Absence
The annual sickness absence rate for the period 1st April 2007 to 31st March 2008 is 5.28%, a decrease of 0.27% from the period 1st April 2006 to 31st March 2007.

Agency nurse usage
The use of agency nursing and midwifery staff decreased by 31.1% from 484.6 average WTE for the year ending 31st March 2007 to 333.9 average WTE for the year ending 31st March 2008. Over this period a decrease of 136.1 average WTE (58.5%) can be seen in the use of non-registered agency nursing and midwifery staff. The cost of employing agency nursing and midwifery staff decreased by £6.25 million (34%) over the same period.

The use of bank nursing and midwifery staff decreased by 3.4% from 3,519.0 average WTE for the year ending 31st March 2007 to 3,399.3 average WTE for the year ending 31st March 2008. The cost of employing these staff rose by 14% from 78.5 million to 89.5 million over the same period.

GLOSSARY:
New Deal
The new contract for junior doctors (the New Deal), negotiated by the BMA and the Health Departments, sets the limits on working hours. From August 2003, it became a contractual requirement for newly qualified junior doctors not to be working more than an average of 56 contracted hours per week, or without sufficient rest other than in exceptional circumstances e.g. surgeons who must exceed 56 hours in order to successfully complete an operation.
Rota Period for the New Deal
A rota period is defined as the period when hours worked are recorded and monitored for pay and New Deal compliance purposes, usually a two-week period every six months (February-July and August-January).
