INTRODUCTION
Information about NHSScotland Workforce information is available in this section of ISD’s website.
The release includes information on Nurse Bank and Agency spend, Sickness absence and Equality and Diversity 31st March. Information on staff turnover 30th September and Doctors in training August 2008 to February 2009. Information on General Dental Service (GDS) dentists at 31st March 2009.
KEY POINTS
- The overall time lost due to sickness absence in NHSScotland for the year end 31st March 2009 is 4.95%.
- Comparing 2007/08 to 2006/07, the cost of employing agency nursing and midwifery staff has decreased by 15% while the cost of employing bank nursing and midwifery staff has increased by 11%.
- Comparing 2007/08 to 2006/07, the usage of agency nursing and midwifery staff has decreased by 24% while the usage of bank nursing and midwifery has increased by 5%.
- Staff Turnover rate has decreased from 7.8% in 2006/07 to 7.7% in 2007/08.
DETAILED FINDINGS
Doctors in Training Compliance with the New Deal
The overall compliance with the New Deal across NHSScotland based on the number of hours worked, natural breaks, exceeding shift length and rest requirements is 98.4%. Based only on hours worked, 99.8% of Doctors in Training do not exceed the maximum average of 56 contracted hours per week.

Sickness Absence
The annual sickness absence rate for the period 1st April 2008 to 31st March 2009 is 4.95%, a decrease of 0.33% from the period 1st April 2007 to 31st March 2008.

General Dental Service
The number (headcount) of dentists working in the NHS GDS (non-salaried and salaried principals, assistants and vocational dental practitioners) increased by 6.3% from 2,576 as at 31st March 2008 to 2,739 as at 31st March 2009.
The highest proportion of NHS GDS dentists (headcount) are based within the most deprived areas, 864 within SIMD quintile 4 and 684 in SIMD 5. SIMD quintile 3 had the largest increase in the number of NHS GDS dentists of 18.3%
Equality and Diversity
At 31st March 2009, data was available on ethnic group for 71.0% of the NHSScotland workforce, on religion for 58.9% of the NHSScotland workforce and on sexual orientation for 48.5% of the NHSScotland workforce.
Turnover
Turnover figures have not been released since 30th September 2006 due to Agenda for change. Latest turnover figures for 30th September 2008 have been release. The staff Turnover rate has decreased from 7.8% in 2006/07 to 7.7% in 2007/08.

Nurse Bank and Agency
Nurse Bank and Agency staff are a group of flexible employees, contracted to work on an as-and-when required basis, to cover for planned and unplanned shortfalls in staffing. Nurse bank staff are employed by NHSScotland where as Nurse Agency staff are privately recruited. It is worth noting that agency employees can also have an NHSScotland post.
Previously a combination of contracted and non-contracted agencies was used, however by investing in the use of the Nurse bank and contracted agencies a decrease in the use of non-contracted agencies has occurred. As a result there has been a significant decrease in expenditure for agency nurse staff, approximately 61%, since 2005/06 compared to 2008/09, the latest available figures.
Bank and Agency Nursing Staff for Scotland - Costs Comparison

Agency Nursing
The usage of Agency Nursing and Midwifery has decreased in the year 2008/09 by 24.0% in comparison to 2007/08 figure. The cost of employing these staff has decreased by 14.5%.

The use of non-registered agency nursing and midwifery staff decreased by 54.6% from 96.7 average WTE for the year ending 31st March 2008 to 43.9 for the year ending 31st March 2009. Over the same period the use of registered and midwifery staff decreased by 11.6% from 237.3 average WTE to 209.8. A saving of £1.7 million.
Bank Nursing
NHSScotland continue to invest in the use of the nurse bank and as a result an increase in expenditure can be seen. This increase, in part, may be accounted for by the commencement of Agenda for Change and pay arrears made to some bank staff.

The usage of Nursing and Midwifery Bank staff has increased in the year 2008/09 by 4.9% in comparison to 2007/08 figure. The cost of employing these staff has increased by 11.0% (£9.8 million).
